Pre-registered vehicles haven't been sold to a customer before, but they will normally have been registered to a dealership. This means that you'll technically count as the second owner, even though most pre-registered cars have just a handful of miles on the clock - just like brand new ones. Pre-registered cars also already have a numberplate.
